Ceramic Heat Emitter vs Heating pad for brooder

Would a CHE or heating pad be better for a brooder? Both would be used with a thermostat controller. I'm stuck debating between the two what would be best. I'm leaning towards a heating pad (temp controlled ones made for reptiles so i can nail the exact temp) due to the CHE being pretty harsh on humidity from past experience. Would a under the tank heating pad be reliable enough to keep a steady ambient temp?

What do you guys think?

I used a heating pad which I placed below 1/2 of the brooder. Heating pad was also covered with a towel as well as the heating pad cover.

Either one will do the job, but the heating pad would probably be better. If you're worried about humidity, you can soak a sponge in water and put it in the corner of the cage.
