Honestly just remove all the substrate and grass and just trash it, so that they can see the perches in their and use them

That's a good point. I bet all that stuff makes it more attractive as a nest, than the fact that it has three walls and is covered! Having that entire space in there open without "stuff", only perches, would be a really good first step!
