I’ve see this behavior all over the internet with no real reason as to why it happens the most promising thing I read was maybe a deficiency in something, it’s not from molt, stress heat or about to fly the wings shake rapidly for a bit then stop , does anyone know why this happenes?

Interesting! I don't have budgies, so my first thought was baby begging behavior, but apparently budgies don't really spread their wings when begging. They're all about the head bob.

Is it a trembling of the wings, or more of a flap?

If it looks like item 3 in this YouTube video, it could be a sign of being tense/nervous about something in their environment.
