I am not a vet and do not have personal experience with this, but my guess would be scaly leg mites. If so, he will need an antiparasitic treatment (usually Ivermectin), and typically the flock will need to be treated as well as it is easy to transfer to other birds.

I second scaley mites - I've rescued a few budgies before with similar looking feet and they had the scaley mites and needed treatment, my girl Crikey had it so badly when I rehomed her they were all in her cere as well as her feet. With treatment though she made a full recovery (and I treated the whole flock)

You got wonderful answers here, I'll also have to agree with scaley mites. A friend of mine had a budgie go through the same thing, be cafeful if you have other birds in the home it spreads easily. Clean everything!!

I have successfully treated canaries for scaly mites in the past. Make a mix of 50% vegetable oil and 50% Dettol.
Massage into the legs and feet while gently removing any scale that is loose enough. Repeat daily till completely clear.
Either clean all perches with Dettol also, or replace and burn old ones. (I tend to favour burning) But I have access to suitable trees to make my own perches.
