Budgie is hurt!--HELP!!!

Okay, do you guys know anything about birds? Cause my parakeet is acting weird, like slow, not his cheery self, off balance, and his head isn't turning to the left. He can move it to the right just fine, but he absolutely refuses to turn it left.
He hangs out with my other bird most of the day (we haven’t quite moved them in together permanently), and the cage is rather huge, even for two birds (Its made for parrots but we have a parakeet and a cockatiel in there).
Its uncommon, but does happen sometimes, he does occasionally miss a perch (His wings are kind of clipped, short, but not completely down to where the standard ‘clipped’ is. Not sure if that would effect anything) but perhaps he just hurt/strained/pulled a muscle? I’m really hoping it isn’t anything too serious.
As for emergency vets, I live in a very small town. Our regular vet is very close, but closed on Sundays. As for all the emergency clinics, they are further, and no one is a bird expert (we’ve called them before and the lady there was nice enough to check him out, but she said she wasn’t too knowledgeable on birds)
Either way, any advice at this point will help!!!! Thanks to everyone helping, and as of right now, he’s chilling out in a shoe box on the desk with me.

Im calling that emergency vet now, but again, she isn't a specialist so I thought i would ask here too!!

Keep him separated from your other birds for now if they aren't bonded. Is he just coming out of quarantine? Did you just get him? Did he have any falls, etc? Is he eating and pooping?

Doesn't sound great. There are very experienced vets who will do phone consults. Maybe you can watch him over night and call one of those in the morning. Hopefully someone can chime in with Dr. Os number, or Dr. Burkett? Honestly it seems possible to be a stroke the way it's on one side.

also, Budgies are prone to tumor, and depending on where it is, it could cause blindness, also explaining some of the symptoms. You may have to be prepared to drive a long way.... 5 hours? Each way? That's what I have to do to see a CAV. So sorry. Good luck.

So sad. They are a part of our family and we just don't know what the right thing to do so sometimes. I was reminded by a find in the "bizness" that it is impossible to keep clean the surroundings and provide even the most minimal of wellness checks, when you only charge $21 per bird. Not to mention you out your other birds at risk

also are you sure the budgie is a male..sometimes they will get a bum leg from egg binding...also it is NEVER recommended that you keep tiels and budgies together.
