I am worried about my budgie. He has a few blood spots that weren't there last night and this morning I saw them... Any thoughts/advice would be greatly appreciated! The one spot on his one wing is the easiest to see. Above his cere and on the other wing is harder to see.

He doesn't appear to be actively bleed, and he does appear to be in moult. If he's flying okay and showing no signs of injury I wouldn't worry too much.

Is he molting new feathers in and does he have pinnies that are bothering him? Somtimes a budgie will itch during this time and scratch areas itching with the foot which of course has a sharp toenail. They can also rub the itching area on something in the cage like a wooden perch.
Does not appear to be a significant amount of blood. Try giving him a bath with gentle sprays of water to help itching if that is the culprit.
