I have a cockatoo that I was given a few years ago. "He" has a round open leg band with CGE being the part of the code that I can make out. Can anyone tell me if he is a wild caught? Can I trace it with that little info to at least maybe get an age?

Potentially, yes, your bird is wild caught. I'm not sure how much you would be able to find out beyond that.
USDA APHIS | Bird Leg Band Information

If it's not an import band, than you'd ideally need the breeder letters (CGE) and a state to try and locate a breeder, who may or may not keep records.
