From the looks of it, theyve gotten a Stainless Steel Pegboard, and put in perches into the little holes. It might say how on their reddit.

Good for smaller birds but for larger ones you'll also need some anchor points to put behind the wall so the perches are secure. I can not recall what the anchor points are called but I do have some at my other house as I wanted to make a wall for Burt like that.
