Bedraggled feathers.

My bird,Eddie,is 9 months old. He,I was told it was a she but I'm pretty sure sure he's a boy,molted 3 months ago and his tail has regrown as in the pictures,he has molted his tail reathers since and they come back the same,just straggly bits.Also his wings seem rather short,if he comes out of his cage and goes on the floor he can't get enough lift to get up to his cage again,he has to go via the table in 2 stages.As you can see his wing feathers used to be very long.In all other respects he's fine.Will he stay like this? He does look a bit bedraggled.

It's possible he just bumped into something and his feathers got knocked out of place. He can't fly because he's either clipped or molting, more likely clipped.

This budgie is clearly having problems with feather growth. What's his diet? I have to reinforce the vet suggestion. Do you have other birds? This is likely contagious.
