he is 4 weeks old?what should I do if he if stunted ?I read that stunting can never truly be cured but there are some ways to encourage the growth which I am doing most of them but the vet could offer me some supplements to assist the growth .Is that true ?

So great news ! I booked an appointment for this cutie at a hospital for birds which means they are specialist for birds rather then dogs and cats and I went to this place before for my budgies .He will see the vet in a 11 days which was the earliest they had and its good since he will have more feathers and won't get cold on the way

He is doing well ! His feathers are coming everyday ,I can’t believe he grew all of that in few days .He always gets excited when he sees us and when we leave he calls us to come back .He literally tries to come out of the brooder but he can’t obviously I feel bad for him other than that I’m trying to see if he gains weight until his visit .He always wants more food ,I am trying to give him 12% to see what happens .the other time I weighted him he was around 44,7 but this morning he was around 42,7 I don’t know if the other time I weighted him well or not but maybe it’s because he flaps his wings so he lost some weight ?

It's good if they gain weight daily but sometimes the weight will fluctuate and go down a little bit and then go back up again. Make sure that the crop is full but not overfilled.
Are you weighing the little one at the same time daily? Are you just weighing once a day? Too young to start fledging so if the weight keeps dropping best to take him to vet.

When I feed him the night it’s not usually the same time so in the morning it’s different times too ,but I always weight him before feeding him.I make sure the crop is full but I read that it should be emptied before each feeding so I wait for it to empty to certain point then I feed him again .I only weight him once a day ,but if I have to weight him more often I will do it .I printed a chart and I write down everything.

but I read that it should be emptied before each feeding
It should be almost emtpy. With just a little formula left in the crop.
The crop only has to completely empty once per 24 hours (night time is the best time for that). It does not need to be completely empty every time.

Nice to see the feathers are growing in :)
He´s still looking quite scrawny and stunted, but hopefully time will sort everything out. Just be sure to weigh daily and make sure he´s eating well.
