Baby CAG with clipped wings can fly?

Hi everyone- We recently adopted a 14 weeks old African grey and just found out his wings have been excessively clipped by the breeder, and to the extent that he is not able to balance well. We are told that it can take almost a year for him to have new feathers. I am wondering if he ever be able to fly once he has grown his feathers again?

Did they let him fledge? It took my Quakers over a year to learn to fly. I was really worried they wouldn't. Hopefully they didn't damage any feathers and the baby fledged before they did that. It is so unfortunate breeders do that.

It takes 6 to 18 months for them to get enough flight feathers to truly fly. Hopefully he was allowed to fledge. If not, only time will tell, but most birds will be able to fly given ample reason and opportunity.
