Baby budgies don't fly

Hi. I have a aviary with Australian budgies.
Some of my babies don't have flight feathers.
Is this normal or are the parents lacking something ?

Some of my babies don't have flight feathers.
Could be age as Linden said above.
Or the parents (or other birds) are plucking the chicks.

While he doesn't have any feathers on his body, you can actually see the pins appearing beneath the surface of his skin within his first week of life. Around day 7, his feathers start emerging and growing outside of his body, growing consistently for several weeks. His feathers are completely grown in when he is about 4 or 5 weeks old.

Species specific: Down and the covering feathers being the most important (to keep chicks warm) come first. Flights and tail are less important and so follow later. Else they'd fledge at 5-6 weeks. As we know from clipping, those feathers don't need to be fully developed for them to fly.
The internet isn't always accurate.

Ooop! Forgot to point out these are captive bred birds. In the wild it does happen quicker.

How old are they? Tail feathers and primary flights start growing at 2-3 weeks and usually take 6-8 weeks to fully grow.
10 to 12 weeks old. Just run around the bottom of the aviary. All healthy just don't fly
