What Sunnysmom says about the cage being too small - could be a clue as to some of his problems - if he has been shut in there a lot. It would be a bit like locking a human in a glass WC - can see out - but no room to stretch out.

Good Day to All;
We've had Rocky now for 6 mo, and wanted to pass along an update. Vet check and bloodwork fine, the opinion being psychological due to past history. He's a needy bird, we're touchy feely animal folks so it's worked out. Lots of outdoor time when we're gardening and has has fit in nicely with both indoor and outdoor critters.
We have estate planning. All ducks in a row except for Rocky. He will outlive us and the thought of his future weighs on us.
What animals outlive us go immediately to sanctuaries we're members of. One option is to find a parrot group home. It's a simple matter to add this into our wills with fund for his upkeep. To us it's like packing away your Granny to a nursing home.
If I could wish a life for Rocky it would be pairing him to some introverted youngster. Not to get Freudian. I'm mid 70's, ADHD. Thankfully I had animals, and coped without drugs.
Theres sites that pair animals to kids with needs. Someone to grow old with..

Sounds like you are being very sensible about this whole thing.
My 94yr old mum has done something similar in giving her daughters (mostly me) the full run down on where her birds are to go.
