I use a microfibre cloth + a scrub bucket. It's reusable, really much better than paper towels & you could put whatever was safe on it. I honestly use straight water on the cages though.
Water Wipes in the baby aisle are possibly the only thing you can find in a standard store I would use. Paper towel with vinegar and water is far cheaper and more effective, though.
Just get yourself a cheap bottle of vinegar and mix with a little water. That is all you need unless the birds in the cage you are cleaning had contagious diseases. Then switch to F10 for safety.
