just the usual feathers covering, I took this picture when he was scratching inside, below his feathers. He does scratch here often though

Not all areas of a bird are covered with a dense coat of feathers. *Usually* if the feathers look "normal" everything is probably okay. But it's really hard to tell what is happening in this photo and I can't tell you either way if it's normal.

I read something about lutino cockatiels having a potential bald spot. Maybe @Tiel Feathers will know. Looks to be in about that spot.

It might be normal, but I can’t really say. I think the Latino bald spot is right behind the crest. Are those little pin feathers? If so, they should grow out and then that spot should go away. If not there might be something going on.
