Are these clips safe to use for toys in my budgie cage?

I would say not, because the clips metal doesn’t seem to be stainless steel and this style of clip can be dangerous and pierce beaks

Yeah I don’t like the look of them for birds.... what are they for? A shower curtain?
You want to search for pear links or quick links, most bird stores will have them.
