Are female cockatiels capable of talking?

If they are capable, is there a way to train them how to talk?

Also, I'm new to owning a bird and mine is female. She seems to be doing odd things like putting her butt in the air when I rub her back or head..

Rubbing her back is a signal you want to mate. ;)

Females can talk but they are less likely to. Just talk to her often and be animated! Birds tend to pick up on things that are useful (like figuring out ways of asking for water or food) or that are exciting or fun.

You should definitely refrain from petting her anywhere but her head, you don’t want to encourage hormonal behaviors.

I have heard that females can talk, but I have never met or heard of anybody that has one. They are much more likely to whistle a tune, so you might want to start with that.

Years ago, I belonged to a cockatiel forum and a few people there said they had females who talked a little. So, I have heard it's possible but have never met a female that talked. Our of my 3 males, only one talks and he only says "Watcha Doin".
