Aluminum water dish or bowl

Is it safe if a I use an aluminum water bowl/dish for my sun conure?

I would worry about the aluminum leaching. Your safest bet is stainless steel

I have done some research about aluminum leaching, and it always involve heating the aluminum ware before leaching occurs. Can it happen even if no heat is involved?

It's not the leaching that would be a cause for worry. Aluminum will react with the chlorine in municipal water to form a whitish powder at the water level on the dish. This powder is aluminum chloride that fumes on exposure to air to form Hydrochloric acid (HCl) and aluminum oxide. Although very little HCl will be produced it's possible that long time exposure could be detrimental to birds.
