Adopting two new budgies

Hey! I was scrolling through a second hand website and came across two budgies in a really small cage. I’m experienced with budgies and I really wish to adopt them, but just wanted to ask you guys some questions:
1) What gender do you think they both are
2) Does the first budgie look well? (to me the first budgie looks slightly bedraggled)

First picture looks like a mature male and I agree that he looks a little rough.

Second picture looks younger. Harder to judge due to lighting, but also looks male to me.

First budgie looks rough, you should take him to the vet- just in case it's not a rough molt or something of the sort. Second budgie looks male, but the pic is blurry, and I'm no expert.

Both males. Unless the first one had just had a bath I agree that he may need a vet.

I agree both look male. First budgie does look strange but he could have just taken a bath
