hey guys!
my pearly conure broke his nails after a hard fall to the floor of his cage. i was wondering if his nails would grow back? like his nail has fully fallen off.

Depends on whether the nail bed has been damaged and how badly it was damaged. The important thing is to make sure the injury does not get infected.
