What mutation is this?

I was just roaming around the web when I found a breeders website and they have this very pretty parrotlet. I was just wondering what mutations he is. What makes him 'Special'? Like the breeder calls him. Does he have weird markings for a parrotlet? Would that mutation really be worth $600?
I didn't think parrotlets were THAT expensive. Unless he has a rare mutation?
What do you guys think?

He’s heavy blue pied. Not rare in the US. Most of the pied colors have become pretty common since they’re so popular. They’re just taking advantage of people who don’t know parrotlets well. $600 is ridiculous. He’d be closer to $300-350. He is beautiful though.

Maybe $600 is with shipping. And perhaps his genetics are high quality.

He is very beautiful regardless. If I was still into parrotlet breedings, I would probably take him on as a breeder pending genetics and parentage health.

On their website it says free shipping... I think the $70 must be from handling. My mistake.
