Is this bird housed alone?
It is hard to tell in a photo, but it could be an injury or bite from another bird, themselves or something in the brooder, or a crop burn from too hot formula.
I would head to the vet to get it looked at to be on the safe side.
In the meantime monitor closely and be sure the brooder is clean. There isn't much else you can do until you know what it is.
