Hi everyone ive been bringing my guy outside in a small carrier to get some sun when ever I can for about 15 min , but it’s always either To cold or to hot , it’s about 90 outside now and he starts to pant after a minute out there
Is 90 to hot to bring him outside? When should i?

I've been taking my guys out in those temperatures, but we're in the shade.
You could try shade, or going out earlier or later when it's not so warm.
It's great that you're aware of overheating signs and watching for them.

What style carrier are you using? Does it offer any shade on its own and is it open enough to allow free air flow?

As well as what @flyzipper stated, you could also keep a cool spray bottle or
Cool cloth to keep his carrier and him a bit cooler.

Will he get the benifit of sun in the shade ? The entire reason I’m bringing him outside instead of letting him sit next to the window in the sun if that they say birds need unfiltered sunlight

the carrier is open air with bars and I use a spray bottle

You're right, they (and we) need direct access to sunlight for the benefits you're seeking (Vitamin D production, presumably), but I'd suggest that supplementation from food is the primary source for Vitamin D in our northern climates. They also benefit from being outside for mental stimulation, and that can happen in the shade.

If your goal is direct sunlight, you can either move them to shade when you see signs of overheating, or provide an outside enclosure that allows them to seek shade on their own.

My parrotlets LOVE their backpack carrier. I take them everywhere. It has great ventilation & has panels to cover them when needed.
Or I use this small cage for outside time.
