They fight, but love eachother..

Hello, sorry if I've been posting too much, but I'm torn between my two budgies.
Male and female, the female is showing lots of dominaton.
She's around 11 months old, while the boy is around 6 or 7.
The girl will throw his food to the ground, chase him around, and sometimes not let him play with their toys.
The boy sometimes picks on her too , but in a playful way.
If I need to separate them, I can, but I want them to be together because they also love eacher. Constantlyou head bobbing,grooming eachother, feeding each eachother, etc.
What should I do?

How large is their cage? Are there at least two food bowls and two water bowls in the cage at opposite ends of the cage to make it more difficult for her to keep him away from food and water?

it's 26×14×22inches , and they have 2 food bowls, on opposite sides of the cage.
They have 1 water tube, but they share that. Just nothing else, @expressmailtome .
They also have 3 toys, and a swing, (they sometimes share the swing)
