This is my bellowed outside pigeon that I feed every day.
"She" has been doing this for several times now and I wonder if she is sunbathing?

She might be letting the sun warm as many of her feathers as she can. The warmth will stay with her for a while. It can help birds keep warm in cooler climates or just on a cool day.
