Ok, this is coming from my heart to yours, does Wales have any zoos? If so, do they have bird exhibits, the ones that have bird exhibits must use a avian vet of some sort. Call the zoos, ask them the name if their avian vet. If they don't want to give you a name, explain the situation and that this is emergency. Can't hurt to try.

I believe you mean Icey but I don't think she's been on since last September. I know she was having health problems.
