What are all the ribbons under some usernames and where do they come from?

Those are for earning awards. You might be selected to be Mayor or your bird might be selected to be a Celebirdy, etc. You would be contacted by an Administrator letting you know and then for some awards you answer some questions and the info is posted in Celebration St. Avenue Veteran....I think you get that when you have been a member for 5 years. Sometimes you will see some unique and/or silly awards.
