@Lady Jane ? there are several budgie experts, Lady Jane is someone I have seen post quite a bit about them. She probably hasn't seen this yet.

There are a few responses in your other thread. It is difficult to see what you are referring to because of the photo. Does this bird have pin feathers near the cere?
