Plucking?

Hiya, I got my little parrotlet Neptune about a month ago. He's about 4(ish) or just under months.
I heard they sometimes have issues with plucking. How do I tell the difference between moulting and plucking?
He sheds a lot of little white feathers.
My budgies used to do this (I was told by the breeder it's their underfeathers, or something?), but not to the quantity Neptune does! But then again, he is waaay more active that my two budgies ever were.

I've also found two of his longer feathers, either from his wings or tail. So, how would I know if he was plucking these, or he's in moult?

That's a lie, he's about 3 and a half months.

Usually there will be noticeable bald spots on them..
Yes that's correct.
And you can also look at the feather. You will see if it's bite off/plucked or not.

If your bird drops a lot of feathers and also have a lot of pinnies and you see no bald spot = molting.
And also if he is 3 ½ months old I would not suspect plucking either.

I've been looking out for bald patches since my suspicions arose, but I haven't seen any.
Unless you count under the wing, but I'm almost sure that's normal...?

I did think it was a bit young for starting. Thanks guys. :)
