I found this template for making a small box that you could use for foraging boxes. I would cut a couple of small openings in the sides of the boxes at first to let the birds know that there is something inside .

You could use some inexpensive cardstock, manila folders, cereal boxes or something similar.
Print the template then lay it into the cardstock. Use the back side of some scissors to score the fold lines onto the cardstock. Cut out the overall shape, then fold it up, stuff it with a treat and seal it. You could use a small amount of Elmer's Glue to seal the box.
Also, you can reduce the pattern on a photocopier if it's too large
