The light blue or gray bird is so pale he looks like an albino IRN..you rarely see albino IRNs with a ring..so beautiful!

No albino (blue-ino) ringneck has a ring.
I'm aware of some pictures that feature very light birds with redish/brownish rings, but these are just very, very light pallids or cinnamons.

The male of this pair is a grey pallid. Pallids are known for having a white or yellow head (depending on whether the bird is blue or green series) and a diluted body color compared to non-pallids.
If you breed pallids with other pallids the birds tend to come out more and more diluted.
