Hi this is my tiels first hatch in a year and a half actually first clutch and this baby is called Oreo please could somebody look at the egg to the right shoulder of my baby tiel and tell me if it's fertile or not also the one to it's left shoulder looks like it might be pipping

So great you got a hatch! I agree with, @sunnysmom , look over that site and candling will decently tell you what's up. Or you could just wait to see if they hatch if you don't want to candle the egg.

I would just wait and see... the eggs will hatch in the order they were laid, usually 1-2 days apart.

Wait and see and give it 4 or 5 days. You may not be certain exactly when that other egg was laid. I bought a little device that you hold the egg over and you can see any activity inside of the egg. You can make a similar thing. Look it up online.

I might not be correct but the black mass seems to be getting bigger and what looks like a pipping hole
