I have 2 male African ringnecks and I was told they were under a year old by one person and told they were under 2 years old by another. Can anyone help me out?

Were they DNA'd male? I know some take a long time to get their ring but I'd think they the 2 year molt you'd see at least a hint of one. Sometimes you can tell by their eyes if they are really young but I can't really tell by the photo.
Are they banded? Not full proof but if you see 2 digits in a different direction than the other digits/letters it is typically the hatch year
