It is not clear on the picture. But I find that the first step is simply offering a bath. Often if there is something in there, it comes out with a good shower/bath. Either offer a shallow dish of water, or mist with a water spray bottle (aim above your bird so the water falls down like rain).
Do not dig in there or put anything in to try remove anything.
If you see that there is something still in there after a bath, after your bird is dry, go to the vet and they can take it from there.
