Urgent Is this budgie okay?

I have a friend on another site that is concerned about her budgie
They took a video of what he was doing (she found him in his food dish like this) lastnight:

He hasn't eaten or drank anything since then as far as she knows.

Poor little guy from what I can tell looks like he may be sick though it’s hard to tell from a video, I’m concerned by the fact he has not ate or drank. I would tell your friend to take him to a Avian vet

It's good that he is now perching but is he eating and drinking. If he demonstrates tail bobbing and labored breathing then he needs to go to vet. Trying to get a better look at the cere to see the sex, can't get a good look though.. Is this little one definitely male? Hope he will be OK.

*His cere is kind of a super pale pink/purple, was blue once.

Might be a female and possibly some kind of hormonal/egg laying thing?? They should check the vent and see if there is any swelling.

Bulging in vent area and feathers removed in that area...sounds like a female and egg laying behavior to me but then could be something else (a growth??). Best to take to vet.
Keep us updated and hope he/she will be OK.
