We need more detail of your statement. If you found a bird that appears to be someone else's companion and exhausted I would first try to feed and give water to the bird. Then take it to a vet to check for a chip so the bird can go back home.

Yes, is the bird wild or a pet? Is it otherwise okay? Why is it so tired? Maybe offer food and water until it recovers?

well the lady that found it she sad it was hanging by its beack in a water tank she thinks it was there for 2 days :(

I've heard that many wild cockatoos have Beak and Feather disease (PBFD) and if you see one listlessly sitting, and you have birds, be very careful.

If you have birds, please disinfect your clothing, and anything the bird may have had contact with.

Hoping that's not what it had, but I've heard it's very common in Australia, and has spread quite rapidly.
