She does look young to me(I am not an expert though!) so I think the are speaking thealong the truth. If it is a male he is certainly young, as as they grow older, they loose their pearls.

Tiels don't normally ween until 8 weeks at the earliest. 10-12 weeks is pretty common for still being on formula. I think he's too young to visually sex. Male pearls lose their pearl marks after their first molt. Females keep them. However, since I think your tiel is also pied the pearl marks might stay longer even if a male.

As @sunnysmom mentioned - too young to tell visually if you have a boy or a girl. How about behavior? My males were very vocal by 3 months old - trying to whistle, group different sounds together, imitating other sounds. My female however, just chirped - she can be just as loud as the males...but no whistling. There are exceptions and some females can whistle and do talk.
