Homemade Shreddable

I had an idea for a homemade shreddable out of paper that is not dyed.
Step One- get a bucket and fill halfway with paper, add enough water to cover paper. Let sit overnight
Step Two- drain excess water from bucket, and you're left with paper pulp
Step Three- grab a glob of pulp and squeeze water out, form into desired shape, let dry
I haven't tried with birds yet, if they like the bird kabobs this seems like a way cheaper option.

Make sure the paper is acid free.

Good plan. I would presume cheap toilet paper would be acid free?

No, toilet paper is bleached that's why it's white. You can buy seventh generation unbleached tp from Walmart.
