Feather sheath troubles

I have had to separate two of my paired birds because the female suddenly decided to over preen and pluck my males head. Tarzan had bald spots but feathers are now growing in. Problem is he has hundreds of white feather sheaths that look miserable for him. I have had him wet but it doesn't seem to have helped much. He has also let me remove a few of them. Does anyone have any help for my Tarzan that you could suggest?!

I would say just keep on doing what you are doing. There is no magic when it comes to how miserable a bird can get with pin feathers.
