So, these two doves that came to the rescue are so quiet. They make very little noise, they move very little, they do eat and drink water.

I know they are, as a species, not as nutty as Too, but I want to know what I can do to help them have fun?

I will also, of course, google it!

Shred paper, Timothy grass etc in one of those foraging cages I've heard ! They are also natural ground foragers so maybe scattering some of their food on a paper or plate for foraging. I would probably even give them a very shallow box (the kind you see canned goods in at the store) and scatter the seeds and cover with the shred paper or grass.

I've also heard many like bells and plastic toys

I got them some hay, strings and beads. They are crazy mellow, I feel bad they are in the nut house with the other birds! LOL
