I don't *think* so. Since it's stuff that young children use a lot, I expect the ink in it would be non-toxic, as would the paper.
I wouldn't worry about it unless he actually ate and swallowed it...
Hmm.. a wild guess tells me it's probably best to keep it away from him in the future, but he should be ok. I would think since construction paper is basically made for children, it should have safe dye in it. Though I cannot find much to confirm this. I hope he will be ok, and maybe someone else will know better.
My other thought is that people give their parrots tissue boxes, cereal boxes, paper towel rolls, etc, and these aren't really meant to be chewed up and they seem to be okay...
