Yup, she needs a vet. In that picture she looks to be way younger than 17 weeks. If she isn't fully feathered yet, she needs a vet. This is more than just being a little behind.

Based on the photo he is definitely behind in development. I adopted a 'tiel who was also delayed although he finally weaned and also feathered out beautifully. He was small compared to other 'tiels.
Keep us updated on how she (he??) is doing and what the vet says if you bring her in for an exam.

Your birds are beautiful and even though she is not feathered as she should be yet Chalky is cute.

Your birds are beautiful! Hope Chalky is OK! Seeds vs pellets...my vet recommends feeding both as well as all the other healthy options. My tiels will only eat Zupreem fruity and natural pellets.

Hey guys!
Chalky is booked into the vets for monday (bit late but my avian vet isnt in the local practise until then)

She is now very nearly fully feathered but still not there yet!

Now eats a watery mixture of:
Baby bird formula/EMP/Cheerios/Cockatiel pellets!

Is starting to pick at pin head oatmeal too!

Cockatiel seed and millet sprays offered at all time but still no interest :(

Won't touch fruits/veg either!

Whilst i know it's not the best of diets i'm happy she's eating the concoction by herself!

Any other food ideas to introduce her will be very grateful :)

Sounds like you're making progress! A word of caution about the cheerios though. I think regular Cheerios are too high in iron to be fed very often. I think it's something like 45% if I'm remembering correctly. I found an organic cheerio type cereal at my grocery store that only had 4% iron. I would give those to my tiel instead as he loved cheerio-type cereal too. Have you tried mashed sweet potatoes? Let us know how the vet appointment goes.
