Can my cockatiel just pee? Without poop?

today was the first time I seen my bird “make dropping’s “ and it was all kinda a cloudy white but still clear... he is no changed to the signs of a sick bird still flying around and getting into everything.... so is this normal?

Usually this means they haven't eatten much and are most likely hungry. Or right after a shower or bath, their poos can be much wetter. If this continues and the bird isn't eatting it could be a sign of illness which would need prompt vet assistance.

Yes they can "pee" when they are worried and if something very stressful happens. We called that watery poop.

If he is new in your home and acting healthy I would guess that he has been drinking but not eating?
If so put him in his cage so he can eat. It is great that you give him outside freedom but he also needs to eat.
