can a female be asexually active before laying eggs

Hello everyone .. So I was told that my lutino cockatiel "Pokie" is most likely to be male .. But you can never know for sure ...a few days ago He started masturbating (doesn't start it alone, only when something touches his cloaca), but he stands like a female ( tale up, head down ),yet he's not turned on when petting his back ..
He sings very little ..
He had his first molt about a month ago and the new tale feathers are clear white==> says he is male ,right ?
There is no sign at all of laying eggs , he is one year old ..
Is he still most likely to be male ??
I am gonna get him a mate soon , so I need to know ..

Hi.
It is very difficult to figure out if a lutino is male or female . After first molt females will keep their tailbarring and males will loose. You need to see in bright light if he has barring or not. Clear tail feathers indicate he is a male.

Males are very vocal, they strut a lot, very energetic and can modulate their voice notes whereas females are very docile and only make flock calls I guess with exception to few of them whistling .

May be somebody else can put more light on this.
