Budgie won't come to target stick

For about a month now I've been trying to clicker/target train my bird. I've had him for close to three months, and I know I have to be patient, but it's like no solid progress is ever made. I got him conditioned to the clicker pretty early, and he eats treats from my hand. The problem is, every day, multiple times a day, I try and get him to come to the target stick. If I touch it to his beak (and I mean full contact) he will nip it, hear a click, get a treat. But no matter what I do or try he will not come to it. Not even a centimeter away. It has to touch his beak and I have to be the one to do it. I hold it away from him in many different positions and he still doesn't do anything. I want to teach him this as it's a gateway to many other tricks/behaviors. Does anyone have any advice? Also, how can I stay patient? I know 3 months for a bird is NO time, it's just really discouraging honestly.
