You can't tell from just looking at a male. Any healthy mature bird is in breeding condition. There are many other considerations as to whether the bird is actually going to mate.

My male budgie is currently in breeding season and I noticed that his cere is a "deeper brighter blue" in comparison to what it is normally. I've also read this is a normal sign that male budgies are in breeding conditions so just like the female males cere do change when in condition :xflove:
