Bobbie won’t step up

My female budgie won’t step up, for the past few days she’s hasn’t wanted to step up and just holds on tightly to the perch but she flys and plays around just fine. She also bites most of the time when I try to get her to step up but before she would step up onto me without hesitation and barely bite can it be that she’s just having some off days?

Is she biting when you go to put her in the cage? When exactly is she biting you?

She bites whenever I try to get her to step up or to scratch her head

Don't scratch her head anymore. She's biting you to tell you to stop.

As for stepping up how are you doing it? Forceful doesn't work for birds, use a t perch or a perch to move her. Clicker training would be helpful her and target training too. You want to use positive reinforcement.

When she steps up or moves to the target without biting click and reward.

What reward does she get for stepping up? Is it millet? Or some other seeds?
