You want to feed chia seeds "moist"... so either get them wet and allow them to gel up, or sprinkle on top of a wet mash/chop so they can absorb the water from it.

tomorrow will be the first try of Chia seeds, fingers crossed.

well so far, I have added them to their morning breakfast of chop and grains, moisten them up in shot glass about 1 tsp of chia to 1 1/2 tsp of water. not a huge hit but they are trying them a little bit.
