Barley raw, soaked, cooked?

Does barley need to be cooked or can it be fed dry? If not dry would soaking be sufficient? Or does it need to be cooked?

I have fed them soaked and cooked. I am afraid I never got any to sprout well even after a few days of sitting in sprouter. They do eat them both ways though. I make sure to always cook and put into my chop mixes though.
