Wondering if it's something hand/custom made, or a commercial product. They want way too much money for it, but I'm curious.

What with that chain on it to attach to a bird's leg, this would have been made in the dark ages and I would be afraid of any bird chewing on those metal clip things close to the pole being toxic to a bird.

Homemade all the way. If it's stainless steel it would cost a lot to build. Doesn't look like SS. The pole and base "look" like aluminum. Who knows what the chain is. Probably galvanized chain (the worst possible choice).

How much$$ does he want?

That's exactly what it is. A converted barrier stantion. Painted silver.

Got some more info. The bottom is aluminum, the pole is steel. The bottom side has a round weight on it to keep it stable. It was custom made for a macaw. It doesn't sound like the chain was used for restraint. Pretty interesting!
